Public Notice (Torrington City) Goshen County) Wyoming) Torrington City Council will hold its regular meeting on Tuesday, November 2, 2021 at 7:00 PM in the City Council Chamber at 436 East 22nd Avenue. Now: Mayor Adams, Committee members Kelly, Kinney, Patterson and Steinbock. Also present were: Clerk/Treasurer Strecker, Attorney Eddington, Director of Public Works Harkins, Chief of Police Johnson, Director of Electrical Youtz, Facilities Maintenance Specialist Lira, and Deputy City Clerk Anaya. Mayor Adams called a meeting. Congresswoman Steinbock led the pledge of allegiance. Mayor Adams presided over the meeting and issued information announcements for the following items: 1. Announced that all future board meetings will be broadcast live through KGOS/KERM. The YouTube link of the KGOS/KERM channel is https://www.youtube.com/channel/UC1xfdtw-ktr-y4PfkdnrXsA; 2. Remind the public that the sidewalk must be cleared within 24 hours after it snows; 3. COVID-19 updates and suggestions; 4 . COVID-19 vaccine update; 5. Project progress in the city. Senator Kelly moved, Senator Patterson seconded to approve the agenda, including the 10-19-21 board meeting minutes have been announced, and all actions in it will be approved. The motion was passed unanimously. Mayor Adams requested approval to amend the agenda as follows: 1. Add Ethan Fitch's request for catering permission to the list of action items. Congressman Kelly moved, and Congressman Steinbock seconded to approve the revised agenda. The motion was passed unanimously. Ethan Fitch with the Mint Bar requested approval for the catering license for the Farm Girls Boutique Customer Appreciation Event to be held from 4:00 pm to 7:00 pm on 11-04-21 at 2042 Main Street (21st & Main). Assemblyman Patterson moved, and Assemblyman Steinbok was seconded to approve the catering permit submitted. The motion was passed unanimously. Ethan Fitch with the Mint Bar requested approval of a catering license for an Old Moose Mercantile customer thank you event, which will be held at 134 East 21st Street from 4:00 pm to 7:00 pm on 11-11-21. Senator Kinney moved and Senator Kelly was seconded to approve the catering permit submitted. The motion was passed unanimously. Attorney Eddington read an announcement declaring that November 15-21, 2021, will be the National Apprenticeship Week in Torrington, Wyoming. It raises awareness of the important role of registered apprenticeship in creating opportunities, allows apprentices to earn income while studying, and prepares them for high-paying careers in Torrington, Wyoming and nationwide. Youtz, the electrical supervisor, said that Torrington’s apprenticeship program has been registered with the US Department of Labor for many years, and commented that getting the US Department of Labor’s approval is important and beneficial to the city. Congresswoman Steinbock moved, and Congressman Patterson seconded and approved the announcement. The motion was passed unanimously. Attorney Eddington read the "Regulations of Torrington Municipal Code 2021 Revised and Re-enacted Regulations 3.04.110 Regarding Public Record Application Fees". Senator Patterson moved, and Senator Steinbock seconded the approval of Decree No. 1250 proposed during the third reading. The motion was passed unanimously. Attorney Eddington read the title of Chapter 8.44 Amendment and Re-enactment of the Torrington Municipal Code 2021 Regarding Weeds. Senator Kinney moved the motion, and Senator Kelly seconded the approval of Decree No. 1251 proposed during the third reading. The motion was passed unanimously. Attorney Eddington read Section 8.60.010 of the Torrington Municipal Code, Revised 2021, to amend and re-enact regulations concerning the regulation of urban property tobacco products. Congresswoman Steinbock moved, and Congressman Patterson seconded the approval of Decree No. 1252 proposed during the third reading. The motion was passed unanimously. Attorney Eddington read the title AN ORDINANCE ANNEXING IN THE CORINGTON, WYOMINING, REAL PROPERTY TORRINGTON, WYOMMING, REAL PROPERTY BE AB MILLER AIRPORT ADDITION. Harkins, director of public works, said the decree involved land that was previously purchased by the city of Torrington but had never been merged. Senator Kinney moved, and Senator Patterson seconded the passage of the decree on first reading. The motion was passed unanimously. Clerk/financial staff Strecker showed (1) the bid result of a new ¾ ton extended cab pickup truck chassis with a toolbox. She said the staff recommended that the $53,500.00 list price be awarded to Transwest Ford in Torrington, Wyoming. Clerk/Treasurer Strecker commented that the bid opening was held on October 20-21 and stated that several bids that met the bidding requirements had been submitted. Congressman Kelly asked for further explanation as to why the current pickup truck currently in use by the facility maintenance department needs to be replaced. Lira, a facility maintenance expert, responded that the pickup truck currently used by the department has a history of 19 years and requires engine and gearbox repairs. After driving 130,000 miles, the toolbox on it has rusted. Assemblyman Kinney moved, and Assemblyman Steinbock was seconded to award the bid to Transwest Ford in Torrington, Wyoming, in the amount of US$53,500.00. Vote for Adams, Kinney, Patterson, and Steinbock, and against Kelly, the motion is passed. Clerk/Treasurer Strecker showed the bid results for an all-wheel drive articulated tractor. She said that the staff recommended that the list price of $43,067.20 be awarded to LL Johnson of Denver, Colorado. Clerk/Treasurer Strake commented that the bid opening was held on October 27-21 and stated that two bids were submitted, but only one bid met the bidding requirements. She stated that one of the two bids submitted was disqualified because it did not include bid guarantees. Clerk/Treasurer Strecker commented that the tractor funds will be divided equally between the street and the health department and the park department. She stated that the estimated delivery time is 210 days. Congressman Patterson moved, and Congressman Steinbock was seconded to award the bid to LL Johnson of Denver, Colorado, in the amount of $43,067.20. The motion was passed unanimously. The bills from 10-20-21 to 11-02-21 have been submitted for payment. Assemblyman Patterson moved, and Assemblyman Kinney was seconded to approve the payment bill submitted. The motion was passed unanimously. Mayor Adams solicits public opinions, questions or concerns. Fire Chief Page said that he and several other members of the Torrington Volunteer Fire Department will travel to Appleton, Wisconsin from 10-17-21 to 10-20-21 to complete the high-altitude structure fire truck (ladder truck). Councillor Kinney asked whether the fire hydrant issue raised for consideration by Larry Wright at the last parliamentary meeting had been resolved. Radford, a water/wastewater treatment expert, responded that a spring-loaded metal fire hydrant mark was attached to the bottom of the fire hydrant to solve the problem. Congresswoman Steinbock thanked Mayor Adams and KGOS/KERM for their efforts to make the City Council meetings as transparent as possible. Congresswoman Steinbock moved, and Congressman Patterson seconded that there is no further work to be done until the mayor and council adjourn at 7:41 pm. The motion passed unanimously.
